What matters most locally?

Tampa's older neighborhoods, Seminole Heights, Hyde Park, and the surrounding bungalow-era streets in particular, carry a lot of pre-1970s roof framing with fastening methods well below current code. Roof-deck attachment (Question 3 on the form) and roof-to-wall connection (Question 4) are the two items most likely to score at the low end on these homes, and both can only be verified with attic access.
